You can legally take a shot on a player that is shooting from a base area.
BUT you must be VERY accurate and don't kill or wound someone else who had only spawned or was passing by. Otherwise it is counted as a base attack.
If a person was in an AA gun for example or a self propelled artillery gun and just left it. He can still be attacked some seconds after he had left his battlestation and started running away.

I have an idea.
Let every native speaker tell us a term in their language, English, German, Dutch, any Balkan language or some Eastern language, that defines a person of a school age that was tricked somehow by elder guys to make an idiotic act. As to draw a dick on his forehead and make a photo or to put something in his mouth, ass or any other place and make a photo. After the photo was made it is published in some social net to "deanonymise" a youngster dolboyob so that he will be bullied by everyone in all known ways for his stupid act.
This kind of situation may take place in any society I believe and every language might have a definition, a term for this kind of a person.
I think everything is pretty much same everywhere.
Here is an example where no mater what your language is you still can see the pictures of such peoples.
