Looking for a dynamic website maker

Im looking for someone with good to excellent knowledge of PHP and databases to help me make a website. I can handle some basic entry level PHP, can do all the HTML and CSS but I need someone that can help me create the following:

- Secure log in system with CAPTCHA and e-mail activation
- Forums
- Customizable user panel
- Secure file download/upload system
- Chatbox on index/home page
- Rankings system with points similar to BF-LEAGUE page
- Team creation page
- Tournament creation page
- War arranging page
- Users with different permissions (user, admin, moderator, etc)
- Live server viewer and joiner on index page
- A "whos playing now" type of page similar to the one on BF TRACKS, with player name, IP, country, current server and PB guid

Thats a lot of things to do, but if someone is crazy enough to help me out with the dynamic portion of the site I would be happy. I can handle the design and layout of things and basic PHP.

In case you are wondering the site would be my own tournament page where people can arrange their own cups. It will not be clan based like BF League but rather team based and anyone can join. Tournaments can be done in different mods rather than vanilla BF only (DC, SW, RTR for example) to allow for greater variety.

I think you should just use a cms that supports plugins.
