Electronic tracking devices would be far too expensive for the average farmer, who just wants to cut costs.

im sure some cheap gps-like system could be implemented, or other methods

These devices aren't cheap, and your solution would probably only apply to developped country where cow farmers would actually have the means to implement such expensive technology (if they even have the desire to use it). The technology for this GPS system you speak of is obviously not available in developping countries, so that rules them out.
Instead of using a GPS tracking device, cow farmers should be more aware of where their herd is at all times, by being on the field, where they should always be anyways. If you don't know where your cows are, well maybe you should find another profession.
And Fox News, really? Post some actual peer-reviewed scientific articles to back up your claims, not some right wing fake news site.

Like Mamba said, your average farmer cannot afford such things nor do they have the need because they pay attention. Sure, some do use GPS, but usually those have HUGE amounts of land with small herds and are usually niche farmers. Farmers know their herd like the back of their own hand. Of course, there are times where some may escape due to a broken fence or something, but we always got them back
We never had bells on our cows. Annoying for cows and annoying for everyone else. Now a lot of farmers, especially dairy farmers, use microchips similar to those used with dogs and cats. Doesn't track them like GPS, but is just used for info.

In terms of tracking individuals within a herd, ear tags and animal safe spray paint are used a lot. We'd mark ones who were pregnant and when synchronizing.
