Why 15 sec spawn time ?

I understand for team kill. But why waste our time for nothing?

It would be completely unplayable if the spawn time was even less than the current one.
There would be no chance to capture a flag, because the spawn would be approximately continuous.
Just imagine Berlin, Stalingrad or Bocage middle for example.

For me, the clanwars' spawn time could be the best.

Yep, staying alive should be valuable. Short spawns only work when there are no objectives.

I agree with short spawn being bad idea. Like 5 sec. But 15?!
It was 9ish before...that was ok !

There is nothing more demotivating than fighting your way through 4 infantries to grey a flag, just to let them respawn faster than you can manage to reload your gun, when you play conquest. The only thing that creates in the end is spawnraping because you stop bothering trying to grey the flag, and instead just kill the enemy from a distance.

Imo. the spawntime is still too short, but now (without the random spawntimes?) you can actually sometimes manage to grey the flag before all the infantries respawn isntantly. I'm sure you will see flags change side more frequently with increased spawntimes, and teams don't rely so heavily on that freaking APC :-)
