Of course not, some things we can not control. And i feel sorry for those innocent people.When there is a Zunami or something you can't do anything neither even if you didn't do anything wrong. There are also bad people who don't get punished. But most of the time you will get a reaction. A positiv or a negativ. This is what Karma means.
