The only way to eliminate screen tearing is to use an adaptive sync monitor either with FreeSync (AMD) or GSync (Nvidia), and set the fps limit below the maximum refresh rate of the monitor for example 140fps for 144Hz.
The most noticeable while ONLY using d3d8to9 are the text and the Icons in in-game menu and HUD were blurry at best, even at 1080p or higher resolutions. Plus, those who want also to run Rivatuner Statistics Server (RTSS) to monitor the CPU and GPU performance while gaming will not work OOTB, and any attempt to set the "Custom Direct3D support" to ON will lead to CTD after loading the EA/DICE videos.
I'd recommend to use d3d8to9 ALONGSIDE WITH DXVK to restore the sharpness and the functionality of those I mentioned above, but at the cost of janky fast-user switching, aka pressing Alt+Tab (as of the latest build).

My second OS is also Ubuntu 20.04.5 on a separate M.2 NVMe drive, and Battlefield 1942 + mods work really well as well as fast-user switching (aka pressing Alt+Tab) is now possible.
The only problem I encountered that it's difficult to create a desktop shortcut for BF1942 mods that does not create one during the installation process like Eve of Destruction or Experience WWII, since Wine Launcher Creator haven't been updated since 2013.

wine-3.6 (Ubuntu 3.6-1)runs like a bad dream. when i start my bf42 even sound is lagging.
You have to remember that the integrated graphics is also sharing the same resources of your mobile CPU as it does not have a dedicated video memory, thus it uses the main memory of your laptop or worse it'll gonna use the swap memory from your storage drive which is a lot slower.
Plus, 1.7GB of DDR3 memory isn't enough even for the last "official" 32-bit Ubuntu LTS OS. Upgrading that to 4GB of memory will be enough.
The vanilla is just created for arcade-ish gameplay and for fun, moreso for server-side online experience. Plus, creating a no-parachute kit will made a conflict on client-side of things.
If you want to seek historical accuracy, there are mods to fulfill that endeavor; BG42, FH, WF and XWW2.
Just take your pick!
Maybe it's about time to tell us your wife's laptop specs and OS since everybody here had already posted several possible solutions on why Battlefield 1942 doesn't run properly on your wife's mobile rig, and with such limited information you gave beforehand it's so difficult to diagnose the problem.

Blackscreen is run as admin, I have already changed the resolution in video.con to what the display is set at.

I would prefer that EA/DICE will release in it's entirety, the source code of Refractor engine to public domain just like other video game publishers like id Software's Quake and Epic Games' Unreal engine.
FYI, Merlin has notoriously known in BF1942 online community for having a fetish on B-17 and he gets angry when somebody of his team "stole" his beloved heavy bomber!
You can upgrade that to Core 2 Duo P9600 since your laptop had a socketed mobile PGA CPU, just make sure that you have updated your laptop's BIOS first.

Based on my experience of my previous Acer Aspire 4730Z laptop with an upgraded Intel Core 2 Duo T9500 CPU (was Intel Pentium Dual core T3200) and 4GB DDR2-667, it was sluggish for 20.04 especially for gaming since it relies on Intel GMA iGPU which is integrated to the motherboard. Plus of how heavy the system requirements Focal Fossa was than the previous Ubuntu OS versions like 12.04.
If you still want to try BF1942 then make sure not to set the in-game resolution higher than 800x600 to get at least 40~60fps at best, and if possible to get the previous version of Ubuntu like 16.04 (not recommended as it already reached EOL last April) since it still had a 32-bit ISO installer.
Btw, what's the exact model of your Intel C2D mobile CPU? And Ubuntu 20.04 is a Long-Term Support (LTS) version.
And guess what, it's discord server is also a hollow wilderness now, with very few post on each section.

Yes, my laptop came with 256GB Kingston RBUSNS8154P3256GJ1 https://www.notebookcheck.net/Kingston- … 712.0.html NVMe as an OS drive + Toshiba 1TB 2.5" HDD with an extra M.2 slot to spare.
The NVMe drive temperature is within higher 60s under load, still far from 84~88°c threshold. But i'm running out of storage space for this drive when I update Windows 10 to 20H2, plus I would like to migrate my game library to a faster drive and at the same time to maintain at least 20% free space on Kingston's.

What artifacts? Seemed fine. But day'um, nearly hitting 80c there. Melt the laptop yet?
You will noticed those on the skybox as it was pixellated even at 1080p, as well as walled textures were seemed blurry while on the move. I'd still have the raw video and the comparison are completely noticeable.
80°c is still fine for a laptop but occasionally I'm hitting higher 90s (I disabled BD PROCHOT on Throttlestop) when playing triple A titles, so yeah that's a stock paste for you. I'm gonna repaste it with Gelid GC extreme once my Samsung 1TB 970 EVO plus arrived.

YT's video compression is HORRIBLE, even at 1080p.
Should I crank it up to 50mbps and above while recording on Nvidia ShadowPlay to remove those artifacts?
I used what @ziba128 posted and it directly uses the discrete GPU, and at the same time I was able to set the highest refresh rate available in Video Option's Display Mode.
There are only two caveats which is not a deal-breaker though, but I should take note to those who want to try it:
- The text in Main Menu, Console and in-game's HUD were slightly blurred out and somewhat noticeable thinner borders for the latter especially setting up the resolution in non-4:3 aspect ratio monitors but it still readable enough
- For those who want to use RivaTuner Statistics Server to monitor the PC's performance in BF1942, then in DirectX 8.1 it will work but not using this ENB regardless of settings in RTSS.
Does this happen while gaming or when you also use it during normal sessions like web browsing and productivity work?
If your mouse is still within return period, then do that to where you purchased it and get a replacement.
