i put the team-simple fixes on, none worked. i also put the hosts file in and nothing happens still.

Do you know how to set up a server in BF1942? If you downloaded latest server patches from http://team-simple.org/download page, then it sends heartbeats to master.bf1942.sk, immediately. If you edited your hosts file, test pinging master.gamespy.com and it should resolve to 109.71.69.254 IP address.
I am guessing your problem might be in the serversettings.con file, change game.serverInternet from 0 to 1.

the admin of the master server is blocking my ip, apparently.

it times out each time, where as i can go on a different ip and it pings just fine.

that ip is associated with a guy that was doing fakeplayer flood against aX and as such is completely blocked on the server that also runs the master
