Disable or increase APCs time to live

Currently APC left without driver will explode after quite short time (tested on Bulge), I don't think that should be the case

By default it is 45 seconds, how long should it be?

Considering the fact that APCs are spawnpoints, one could argue to treat them like ships.
But i guess 180 seconds would do it.
