Packet loss

Hi all.
My online play has been very choppy.
I have tried everything. New PC new router new cat lines
New copy of the game and got faster internet, all with no luck.
I did a trace ping to the Simple server in the Netherlands and my results were
Major packet loss and lots of time outs.
Game runs fine for a few mins then becomes very choppy
So bad can't even play. 
Anyone any thoughts?
