I know the hijab and the scarf thing is common but I wouldn't think a picture would really be worth it lol. What about like drivers license or other ID's? Are they just the person's info and the hijab and eyes? Hard for identification. Do they have finger prints on it? Excuse my ignorance, I just honestly have no idea.

Due to muslim rules A muslim woman should have hejab , a non muslim woman with no hijab is not haram , rules are complex if i explain indetails how ever now days most muslim people dont use a full covered hijab just some basics

That face cover is something like 1 in 1000000 in iran , for official pics they should remove face cover this is same for entering some places also to avoid terrorists sneaks ,
