I don't understand it in any way. It's written there about accidental kills and fees, so it does mean that for Chinese people it's more "profitable" to kill and pay fees once than to cover the cost of lifetime care.

But, it is true that drivers that hit a pedestrian will actually come back and hit them a second time, or even a third time, to make sure they're dead
