He uses map hacks. He was banned long time ago by an admin on one of our servers and then I saw a map hacker named [1941] TWIX on the expansions server, and I do a little research and find out it is Owner.

That is not Owner's keyhash. It can be someone else impersonating him.

It's Owner but he isnt hacking.. He acts like Owner always does to me and always uses '= ))' smiley so it's him.

You shouldn't ban Owner he is good player [Average tanker] and also doesn't hack!! If he would hack he wouldn't be able to play on PB servers [which he does] and while spectating him, watch the main points (Finds enemies on unusual places, has good scores) does Owner do or has this?
