Have you done a tracert? Maybe a broken router between you and the server. Simple has lagged for many in the last few days...
This is more likely an issue with a new tcp/ip stack driver immaturity in Windows 7, than anything else. I had the same problem in bf1942 when i reinstalled the system. You should install the latest win 7 fixes.
Which win7 version are you using ??? and service pack ???
Maybe disabling IPv6 on your LAN could help???
1. Start -> Network and Sharing Center
2. Click Manage Adapter Settings
3. Right click on the Local Area Connection -> Properties
4. Untick "Internet Protocol IPv6"
5. Click OK
Also, completely turn off your antivirus( it may be the problem), try these two steps and see if it works !

As the title says, since I've installed Windows 7 I get high ping on each server :S

How can you have normal ping of 30 with windows 8, i always got better pings with 7¿?
i had the same problem, early win7 had some auto tuning settings to prioritize voice over IP like some sort of queuing system for "less important traffic" like gameing, i dont know if they changed it later
if it still the same after you have updated windows try google on win7 high ping

No I hate windows 8 now, Yes my wifi is protected with password.
I think i have installed the wrong driver for my wifi maybe that is the problem,
Because I have lost the original cd and have this driver downloaded from interne.
wifi is not for internet gaming

All you had to do was changing one registry value. For future reference:
Open regedit
Go to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile
There will be an entry for network performance throttling, default value is 10; set it to FFFFFFFF hex (willl look like 0xFFFFFFFF to the right of the entry)
