Your forgetting he has tried in windowed-mode (witch accepts lower resolutions). Normally there is a .DLL that hooks in to directX, the game starts looking for it in the root folder, and if not found it looks in some windows system folder. Thats why they could made that "bloom" effect.

To me it looks like either the game cant find the directx files, or the OS is preventing the game from accessing them.

It doesnt find DirectX so it cant start render the game. If you google "win 10 and directx 9 games" it will get you some hints, i think this link from microsoft seems to be one of the better

Not sure if if the game needs to be run as a "full admin" in win 10, i know it needed that in win xp.

If you start the game in windowed mode, it usually spits out more information if there is something wrong. Not always tho, but can be worth a try.
