It's mainly used in the first case you state, as infantry unable to advance or needing reconnaissance, but can perfectly be used as a plane needing escort or bombing

The marines for a quick amphibious deploy and capturing bases

Carrier Ops to drive and maintain the carrier

Sub seekers

Patrol team, to man the patrol boats

And yes, Pirates, to board and"capture" enemy ships

Etc... Any ideas are welcome!
