I was on TS3 with a non admin regular. He said you can attack people in an uncappable base if they had left the base and came back. So if a player leaves the main base and runs back to safety he can be killed while in the uncappable base? I thought no. But I have not memorized all possible situations and their rules. This sounds odd but is it accurate?
It depends on the situation...if there is a separation of real time...its not OK...right away or very short time...meh. That's subjective and should be decided by you, since you are on the spot. Just think of fairness...did he engage, then run right back from being engaged, under fire...and get killed instantly or in a very short period of time in base?...I'd say that's OK. Pilots don't even think about it.
Any separation of time longer than "fair" then no....use common sense.
"I killed him because we were fighting 2 minutes ago" won't float...You get it.
In this case it was rather black and white as it involved driving an M10 tank back to the "safety" of the axis base.
The M10 wasn't firing back and was going to a repair pad. But if it is engaged the entire time it can continuously be attacked even though it is just sitting there inside the base doing nothing? Axis stole the M10 then drove it to the Axis uncappable base. Seems it should be safe there if not engaging enemies outside the base.

None, someone snuck into the base and drove away with it. IMHO, it would be a real bummer to have both your tanks sitting in the enemy base the whole round and not be able to do anything about it without risking a ban.

You may also steal Axis Tigers. It would be a bummer for Axis then
1) M10 case
According to bf-league rules, a stolen vehicle may rest in uncap. enemy base as long as it isn't doing any firing.
Personally I think the same. If you risked your life and managed to steal a vehicle, this should be appreciated by giving your team some kind of an advantage.
2) When a person bails from a plane and is parachuting somewhere above main base, you can try to finish him as he lands, but you should be carefull because other units may suffer damage and this will be considered as baserape.
3) Infantry who ran backwards to the base can easily blend with others, so it's almost impossible to hunt him down.

Here is the bottom line. When you leave the safety of your base you cannot go back to your base under any circumstance and expect a safe haven. Once you have committed to the battlefield you are fair game no matter where you are, Period.
