When a player kills someone and then enters a vehicle in main, he is no longer "active"? If so, what is the criteria?

Actually it's not that complicated.
If you shoot on someone you are active and you will remain active, until you are dead.
But still I don't think that a plane should fly like a vulture over the base only waiting till an active player grabs a plane.
Because how can you be sure that the specific active player was talking off?
Imo the base is way too big for some players. Some say e.g. that the bridge on Market is part of the base, which doesn't make sense for me.
Axis have a lot of AAs and can fight back easily.

Some admins agree, some don't. When the case of bailers gettin a new plane becoming "innactive" came up, most admins agreed that killin them taking off was considered base, so I don't kill them like that anymore and started to bail more myself.
I think like you that if you become active you should not be able to become innactive back again even if you spend 30 min inside a building. Otherwise you are promoting lame behaviour and creating those gray areas where one admin thinks one thing and other admin thinks another.
