How to vote for a map

I see during play that we are asked to vote for the next map.
How exactly do you do that?

Press tab, use mouse to navigate to vote button and chose a map you like to play. If people agree they press 7, otherwise 8.

Mapvote might be OFF during some technical moments at server so you might not be able to initiate a vote sometimes.
