165Hz Monitor, running @144Hz, 3x144= 432, -2 Frames = "renderer.lockfps 430"
I played now for some time like this, but i changed back to "renderer.lockfps -1" two weeks ago.

Oh I think you type that in console while playing game
` tilde key to open in game console. Type :
renderer.lockfps 430
HIT ENTER

You can set in fix in videodefault.con
And the limited fps should be not higher then your minimal fps in the game + minus 2 fps.
Can be double or tripple or more of your Monitor Refresh rate - 2.
Otherwise it's better to let it as it is.
...
If you make it via console, you have to make it allways again after a MapLoad.

But meanwhile is use -1
...
Optimum would be you set a refreshrate which is beyond your minimal Fps inGame.
