I will be collecting money out of my pay check each week and putting it aside to throw into Battlefield 1942 "free download" advertisements across the inter-webs. I will start out on social media and also move along to other services that allow the public to post advertisements.
I want to see what an impact, if any, such advertising will have.. and if it does I want to be able to see exactly how much money it will take to have an impact on the games player count.

It depends on the market. For example USA and Canada cost more per click then UK, Germany etc. The more you advertise the stronger FB pixel gets and then you need less money because it learns habits of your target demography,
If I were attempting that, I'd probably try and talk to the http://bftracks.net/ folks, and see if there is some new query/graph or other solution they could create which shows the "active players over time" question you have. Because it does seem like you want to be able to see past trends and player levels, too. e.g. If you advertise now and new player counts go up, is that you, or is that because it happens every summer? Which would involve having equivalent 24-hour data that was already being tracked before and then also after your change.
https://www.gametracker.com/games/bf1942/ is also tracking that information, but I wouldn't really expect them to be as helpful or flexible. I did contact them last year looking to see if they set aside any of their ad space on gametracker.com itself for servers or games that wanted to advertise, but they didn't seem interested in giving away their money space to the games that give them a money space. Or at least not one with the player levels of Battlefield 1942 / Desert Combat.

I'm thinking $20 / week.
That would bring to around $600 for advertising around Christmas and the end of the year / new year.
I just need to update my website a bit.. get it prepared..
It'll give me plenty of time to get it ready as I don't have much time or much will to really edit it anymore.
