Not the vehicle not running, or just moving attacks.
You can attack enemies only attack, moving from the base.

You can attack all active vehicles at/in enemy base. (Active > when they shooting at you or your teammates).

If a sniper is shooting from the base it's allowed to take him out too.

IMPORTANT: The vehicle must be shooting.

You can't attack until the vehicle shoots.
