Changing FOV while gaming is against the rules?

Hi, I was wondering if changing the FOV from 1 to 0.4 while playing is against the rules? It was an admin who thought me how, I just asked how do i zoom and he said just find the VideoDefault.con file and change it, then while playing go to menu and back to the game and it will apply. While doing that and also lowering the sensitivty made it much easier to aim using stationary MG and cannons and artillery, its like a new world in aiming, have lower FOV made it zoom alot and stuff that is normally hidden while in FOV 1 gets visible in 0.4 FOV. So i was banned for this i guess?
