At the end of each map, all clients make a new connection to the server, probably something (home router?) is preventing all those new connections. To troubleshoot it, you would need to run a traffic analysis to gameport 14567 with Wireshark, for instance.
I recommend you use a Linux BF1942 server, since s[sk] has made publicly available his patched Linux server files for v1.612. Linux has much better network support than Windows.
PktFilter uses a different syntax than Iptables, too, so you can't directly import the rules. PktFilter doesn't have the recent module capabilty, which Iptables has, and much more module features. PktFilter and WIPFW will do the job for something as simple as blocking some IP addresses, if that's what you're looking for.

I don't know who had the "bright" idea of removing keyhashes from BF1942 servers, that makes admining impossible in v1.612. That's, in my opinion, the main reason for the players drop.

I've updated BF1942 Origin, BF1942.exe and BF1942_w32ded.exe were modified in 2012-11-14, but I didn't see any change. Server file remains unprotected to the exploits.
PS: checked the generated XML files from 1.612 server the cdkey of each player is missing..... no chance to assign the points etc to a unique player anymore there can be 20 different Tuia s and that dont work anymore then
In version 1.612 keyhashes do show in game event logs (.xml files), so ranking system should work. I was wrong about IP addresses, they are not stored in game event logs.

Tested Windows BF1942 server v1.612, server doesn't communicate with master.gamespy.com:29910 to check for keyhash validation, but keyhash is sent from the client to the server. They've disabled displaying the keyhash of the clients, in GameSpy queries and "game.listPlayers" command. I don't understand why they chose to do it, maybe to cripple the free server version. Anyway, it can probably be patched.

Anyway, try to set up a BF1942 server v1.612 with no BFServerManager, start it from the DedicatedServer.exe, it's easier. If it all works correctly, then proceed from BFServerManager, unticking the box "Restart the server automatically" in Options.

Good idea, Ramjet. I guess an admin command will be better suited than a constant server message, as turbo jeeps are only used in El Alamein CTF map.

Like nämeless wrote it, Windows has the "netsh" command. It's netsh advfirewall. you can find documentation for it.
