Its a spam/overload filter, my settings is more forgiving than those simple use, i sharpened the timings now so it should timeout faster.
Ok, I guess I'll just stop with this ping thing

Its a firewall setting. If you try ping my server 172.245.186.156 it should cut after 9 seconds

No. You can ping by host name.
Ip adress changes but hostname persists.
I tried hostname ping, does not work at my end

Last thing you can try is, uninstall the NIC drivers updates. (from device manager)
Now, Default Generic NIC windows drivers should be there, now test your connection speed.
