Hey Catoffey, here is the link for fixing hieroglyphs into normal letters: http://team-simple.org/download/BF1942-RUS-font.zip - download it and put font.rfa to Battlefield 1942\Mods\bf1942\Archives.
About changing language in-game, it's windows 10 bug which (I think) cannot be fixed with any ways and methods. You just can't do it, you have to completely close the game and switch in desktop. So pay attention which language is set before opening bf1942
