because pilots are flying and don't have time to write a message. And what they type is -> related to game <- , as well as the others talk.
See 2,7,9,10,11 screens from 1st post. They weren't flying and writing that at once. Lecter just got killed, and he's already in plane? Stuka just got teamkilled and he's already in plane? Same with gio and flasche
Flasche and Abas did radiospam - but maybe once or twice, never seen them to do several times during the game.
You're playing so rarely if you think so! If to continue 3rd screen, 
He know that spam is not allowed and began to spam again 8 seconds after previous spam. Interesting whats so important on Berlin map without tanks that he called for repairs 10 times. By the way, he write messages in german, swear and radio-spam almost every time when hes on server
While Alvarez-Lationo is obviously frustrated over sentences all over his screen when they look like this:

If Alvarez gets SO VERY angry from those messages, he can write in console ->ignore # He didn't do that, so... maybe its ok for him? So why he's spamming?
By the way, if you don't want to ban those guys, remove admin rights from yourself. Admin who don't kick spammers shouldn't be an admin. You were online when that jajajajajajj spam was written:
You were online yesterday, when you prefer to kick me instead of kicking those who made radio-spam 5 times in a row, then again 5 times in a row, and in previous battle too...
One more thing: I think you ban me yesterday for my phrase after kick, I said something like "админы, вместо того чтобы выполнять свои обязанности, занимаются всякой херней". I made only one conclusion from that: правда глаза колет. But, maybe I'm wrong.

Ok, so please ban those seven players from first post. You have proofs they spammed (talking not in English, radio-spam, dull messages etc). They have no difference with my talking, so please be fair.

Really? And whats the big difference between pressing "Need repairs" 5 times in a row and pressing "roger that" 5 times in a row? Like the difference between "hgFuFshg56hgey)?1)h" and "ujwviOpPp001jjsp&", no?
e.S, of course you never saw player Abstraktniy because there have never been player with that nick. My nick, in fact, should be written as "Absтрактный", second part in russian.

So I was banned today for 1 day because of spam, but thats not the most important because I dont want to be unbanned. Every day on server are many tkers, disrupters, tank-stealers and REAL spammers, but they got kicked so rarely. Admins (not all ofc) prefer to kick and ban those who speak in russian (interesting - all of them understand russian) instead of banning REAL spammers. Me never wrote in chat something like "JSf_JIfsjK-Fnsifs7f=hs7fiHf8=38f,mvm4ccCJJJd" or

All my words mean something, its not dull.
Some well-known players spam too (not all the time, but I dont spam all the time too), for example Sommarel, Flasche, _Stuka++_, Alvarez-latino, Lecter, ABAS, gio and many more. Ofc they werent banned, idk why. Iam sure all of them know server rules (dont they?), some are admins, but not even a warn for them. I think 3 day ban for those 7 will be ok. Or remove admin rights from Sonic (he banned me today) and e.S, they are the only admins kicking&banning people like me. I dont think Im spammer, and many other russian admins dont think but if Sonic did that...
