Money is what happened to Competitive scene. Who wants to play in a tourney when all you gain is a higher ladder rank? Also the lack of fabulous cash prizes, the lack of sponsors, the lack of revuene to keep it going. Donations are great but you can't live off donations for a while.
I'd also say hardware advances also helped kill it.
It might pick right back up again come mid-december.
Also remeber that Halo 4 came out the next day.

Disable snipers, and put sniper kits. However I think you have to be an unpure server for that to work

Ignore 'player #'
You have to type it in every round though.
I think you could make a script to always ignore a certain player with a certain name.
As for radio spam you can only turn it on or off.

You need to spec and film it. If it's a ingame screenshot it is not that useful, unless its a glitcher

You can't see if they have nametags or minimap hack.
The server has punkbuster on it? How could you get a screenshot?
The person that's using your CD key is yourself.
Before joining a game look to see if your still in it. That's with the server stats window in the game browser menu.
What is happening is the server still holds onto your information if you improperly disconnect. You just have to wait until you don't see your name on the server's players list.
Now unless someone knows your Cd-key because you gave it to them. There is no way it can be generated, and I doubt they have a CD-hash to CD-key converter
