I am also have similar issues as you.
Pretty positive my ISP (Rogers) has over loaded the cable network I am on as it is like clockwork.
6-10pm I am getting packet loss and unstable ping in game 30-299.

I think this is what you may need because gamespy server list thing doesnt work now

  1. STEP 1: Open Command prompt as Administrator and type > netsh interface tcp set global autotuning=disabled

  2. STEP 2: Open HKEY_LOCAL_MACHINE
    Open SOFTWARE
    Open Microsoft
    Search Windows NT and open it
    Open CurrentVersion
    Search Multimedia and Select SystemProfile

  3. Double click on NetworkThrottlingIndex, now change that "a" to "FFFFFFFF"
