Input lag on mouse and keyboard

Guys I have massive input lag on mouse and keyboard, it's almost unplayable.. Like when I move my mouse to right or left, it responds about 0.3 seconds later, have anyone found a fix for this?

The game is originally made for directx 8.1, maybe installing this solves the problem? Or what about installing older OS, like windows xp, vista or 7? Just wondering if everyone else also have this lag

Okay so my game was running on compatibility mode windows XP SP3, I took that off and now the input lag decreased significantly
