Abusive player on Simple Tanks-a-Lot BiSoUsBiScOtO

I have always refrained from reporting disruptive players in the 14 years I've played this game but today (and other recent days) has become too much to bear in silence.  A player calling himself BiSoUsBiScOtO  today shows up on Simple Tanks-A-Lot and damages empty tanks in his home base. He will switch to the other side and do the same thing to them. He's used other names over the last few days or even weeks but today, Tuesday October 3 he was using the BiSoUsBiScOtO name.

A permanent ban would be the best solution, though he is so determined to prevent anyone from playing he may just find some way around it.

i gave him yesterday a "one week ban".
1minute later he joined again
and started argument ....  than i gave him a "!ban"

This same player was online again today on Tanks-a-Lot. Switching sides when the victims shoved him out of the base by grouping together. It still prevents the non-disruptive players from playing.

The guy appeared again today on simple tanks destroying friendly tanks in main. This was just moments ago.
