rules with firing out of main (not sniper)

Hi, I was on battleaxe today and a player was firing out of main with engineers kit then complained to admin when i shot him which got me a warning, If someone is firing out of main is it against the rules to kill that player?

If he shoot from main you can shoot him. He is active target
